Overview

Welcome to the locality gap analysis portal for the Single Homelessness Accommodation Programme (SHAP).

This portal is for local authority officers to submit strategic gap analyses which will inform the assessment of individual SHAP revenue and/or capital funding bids. Receipt of a strategic gap analysis is a requirement for awards of SHAP funding to bidders.

What you will be asked to provide

You will be asked to provide details of the gap analysis conducted through coproduction, outlining:

  • the specific gaps in pathway provision identified in the locality area
  • how these gaps have been identified
  • the consideration that has been given to finding other ways to address these gaps

You will also be asked to consent to the sharing of the information provided in your submission with Homes England or Greater London Authority officials as appropriate.

When to submit your analysis

Analyses should be submitted following a period of coproduction between local authorities, service providers, accommodation providers, Homes England officials and locality advisers from the Department for Levelling Up, Housing and Communities (DLUHC).

Submissions received by specific cut-off dates in 2023 will enable assessment of funding bids from the locality area during the following assessment cycle. It is imperative that locality officials and potential bidders cooperate to ensure that all required documents have been received by the cut-off date for the desired assessment cycle. Cut-off dates are listed at the foot of this page and reflect the programme timeable as of January 2023. Note that these are subject to change.

Preparing your submission

You can download a template of this form to support drafting and collaboration at the SHAP gov.uk page. This can be used offline. We strongly encourage use of the template to develop your submission before transferring information to the online form at the end of the process. We also emphasise that it is a requirement for your analysis to be co-produced with your DLUHC locality advisor.

Some of the required analysis may already have been conducted in the development of local rough sleeping strategies, locality housing needs assessments and RSI self-assessments. We support reuse and revision of  existing analysis provided it remains accurate and reflects current need.

Please note that submission of the online form is required; we cannot accept submission of template forms by post, email or other means.
